The Employee Relations Representative is the principal technical advisor to employees, managers, and supervisors on how to address unsatisfactory job performance and unacceptable personal conduct through counseling, discipline, dismissal, and the employee assistance program.
The Employee Relations Representative reviews, analyzes, and monitors employee relations activities within the Division of Motor Vehicles.
The Employee Relations Representative counsels employees on work related issues, mediates matters in dispute, provides policy and procedural training and conducts investigations.
The ER Representative position reports to the Assistant HR Director for HR Services.
Recommends appropriate employment actions to maintain a productive work environment.
Interprets and implements State and NCDOT policies and procedures regarding disciplinary actions, employee grievances, performance management, workplace violence, and mediation.
Provides consultation and technical assistance to managers, supervisors, and employees on performance, conduct, and discipline issues; Conducts training on ER policies and practices.
Gathers information and assists with preparing formal disciplinary actions ensuring that cases are properly documented to support actions.
Conducts timely investigations of allegations of workplace violence.
Consistently demonstrates customer service and consultation principles.
Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following:
Extensive knowledge of the State Human Resources Disciplinary Action Policy, Grievance Policy, and the Separations Policy.
Considerable knowledge of employment law, Merit-Based Hiring Policy, Employee Assistance Policy, the State Human Resources Performance Management Policy, and best practices in employee relations.
Demonstrated ability to interpret and apply federal and State HR laws, policies and practices governing HR; Demonstrated ability to effectively communicate employee relations law, policy, and procedures verbally and in writing with a variety of individuals, Demonstrated ability to draft detailed, analytical, accurate disciplinary actions and other documents in accord with standards, with attention to detail, with proper grammar and style, and with accurate distillation of multiple sources of documentation.

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience.
